First Partner Vol. 1 brings together nine starter Pokémon from Kanto, Sinnoh, Alola. This is the Simplified Chinese 30th anniversary product, also called an Original Partner card set by some sellers. The volume number tells you which starter pool you are buying.
Each unit contains one randomly selected promo from its nine-card pool. One box is not a complete nine-card collection, and multiple boxes can produce duplicates. Choose the volume by the Pokémon you like before comparing the packaging.

Choosing between the three volumes
Vol. 1 covers Kanto, Sinnoh and Alola. Vol. 2 covers Johto, Unova and Galar. Vol. 3 covers Hoenn, Kalos and Paldea. If you collect one generation, that gives you a straightforward starting point without buying the wrong promo pool.
